Subject : When and how to put them in the same bedroom

hia, my girls are 2 1/2 and 9 months and im thinking about putting them in the same room at night.
ru is currently in a small cot next to my bed and isnt a good sleeper. dh snores a lot and he has had to sleep on the sofa downstairs for god knows how long cos ru cant sleep through the noise. which isnt good for dh or our relationship at all.
i brought elle a childs bed its being delivered on thursday and ru is going into elle's cotbed but i am terriefied and at a loss of how and when to do it. is it too early?
alos i am worried that elle will throw things into the cot as i wont be in there to monitor all the time.
another thing is that ru is still being swaddled, i know i know its far too old to be swaddled but she just wont settle without it she scratches the hell out of her head and face, we have been given cream to stop her doing it but she still does, she has deep scars on her arms and legs from clawing herself and swaddling stops this at night too. im just worried about her being swaddled in her own room, if elle does throw something into her cot she wont be able to move, so i have to get her used to not being swAddled but how?
anyone had similar issues? would love to hear success stories about sharing a room too. thanks
