To cosy up her room, Ikea do some zoo animal pictures in frames from for a few quid that are light enough (frames are white cardboard) that they can be stuck up rather than bang a nail in or get some toddler magazines as they have quite a few pictures in that you can use as posters or put together as a collage on some paper then blue tak to the walls..
Get a cheap rug, ikea do some or you can get something on ebay, you can save money by limiting the critera to local area & pick up yourself or else have a look in the charity shops for cheap decorative items, cuddly toys etc to brighten it up too & a couple of scatter cushions always look nice, Sonny has loads of loose cushions on the floor, they aren't sat on but really brighten up & make his room look so cosy & comfortable & he likes to climb them for fun.
Does she have toys on her bed, I always put sonny down with 2 teddies a mini igglepiggle bath toy & a baby rattle thing made of felt, these are things he likes to sleep with & when I put him down he plays with them & hugs the bears to go off to sleep & makes bedtime feel safe.
You might also try spending the night in her room to see if anything happens during the night that is upsetting her (rattling radiators, noisy neighbours, light from a pole outside).
